Suriye savaşının ekonomiye maliyeti 91 milyar TL’yi geçti

2009 yılında Dera bölgesinde baş gösteren ve tüm ülkeye hızla yayılan Suriye iç krizi 2017 yılında artık büyük devletlerin saf tuttuğu bir bölge savaşı haline gelmiştir.

Kendi iç dinamikleri ile bu ayaklanmaların kısa sürede bastırılacağına inanan Suriye halkı ilk zamanlarda olayları tedirginlikle izlemiş ve hatta çok az bir kısmı ülkeyi terk etme seçeneğini başvurmuşlardır.

Ancak Türkiye’nin başından beri bu iç savaşın mevcut yönetimin aleyhine sonuçlanacağına olan inancı ve Suriyeli sığınmacılara “açık kapı politikası” uygulayacağını ilan etmesi ve ardından Suriye’de birkaç bölgede başlayan nümayişlerin büyük kentlere sıçraması ile beraber öncelikle Kilis ve Gaziantep gibi sınır illere Suriye’den göç dalgası hızlı bir şekilde başlamış oldu.

Başlangıçta geçici bir durum olarak algılanan mülteci sorunu, daha sonrasında toplumsal, siyasal ve ekonomik olarak karşımıza çıkmıştır. Türkiye’nin Suriyeli mültecilerin temel ihtiyaçlarına yönelik uyguladığı politikalar ülkedeki iç savaşın sebep ve taraflarının değişmesi ile birlikte girift bir hale dönüşmüş, neticesinde ise ön gördüğümüz tüm politikalarımız iflas etmiştir.

Konu ekonomik açıdan değerlendirildiği zaman ise çok farklı sonuçlar ile karşılaşmamız mümkündür.

İlk göç dalgası ile beraber Kilis, Gaziantep, Şanlıurfa ve Hatay gibi sınır illerimizdeki piyasaların verdiği ilk tepkiler yerel halkın avantajına görünmekteydi. Kiraların aniden artması ve ucuz iş gücü gibi sebeplerden dolayı kısa dönemli bir refah dönemi yaşadığımız söylenebilecektir. Çünkü gelen bu mülteciler tüketici kanalında ve öncelikle birikimlerini harcamaktaydılar. Ancak bu birikimlerin bitmesi ve Suriye’deki iç savaşın tahmin edilenin aksine hızla devam etmesi neticesinde mülteciler yerleşik hayata geçmek durumunda kaldılar.

Özellikle son 3 yılda Suriyelilerin ekonomik alanda kendi içlerinde örgütlenmeleri, bu tüccarların Türk mallarını eski iş bağlantıları ile Ortadoğu ve diğer Arap ülkelerine satması Türkiye deki iç pazarda nasıl bir rekabet olduğunu gözler önüne sermektedir.

2017 verilerine göre Türkiye’deki Suriyeli mülteci sayısı 3 milyon civarındadır. Türkiye’de kurulan Suriyeli firma sayısı ise 5.900 kadar olarak kayıtlara geçse de merdiven altı diye tabir edilen kayıt dışı durum bu rakamı ikiye katlamaktadır.

Sadece toplumsal değil, ekonomik olarak ta güvenlik zafiyetinin altını bir kez daha çizmekte fayda var. Türkiye ve Suriye devletleri arasındaki kaçakçılık sorunu bu iki ülkenin ortaklaşa gerçekleştirdiği operasyonlarla kontrol altında tutulmaktaydı. Ancak Suriye’deki otorite boşluğundan dolayı kaçakçılığın hangi boyutta olduğunu ölçülmesi artık imkânsız bir hale gelmiştir.

Sadece güney Kıbrıs Rum kesimindeki bankalar üzerinden Suriyelilerin Avrupa’ya aktardığı paranın 25 milyar dolar civarında olması da Suriyelilerin daha güvenilir limanları tercih ettikleri anlamına gelmektedir.

Suriyeli mültecilerin ülkemiz ekonomisine beraberinde getirdikleri paralarla katkı sağladığını düşünen kesimlerin bu konuyu tekrar gözden düşünmelerinde fayda vardır. Türkiye’nin Suriyeli mülteciler için harcadığı rakam bugüne kadar 91 milyar TL. Tüm bunların neticesinde Suriyeli mülteci politikaları tekrar en baştan değerlendirilmeli ve değişen şartlar göz önüne alınarak ciddi anlamda revize edilmelidir.
